Measuring pond volume in USA .... Burt Ballou pointed out that in USA most homes have a water metre which can be accessed readily. This makes pond volume measurement simple if you start with an empty system. The powder she was referring to is called a bio-starter or bacteria starter. These powder products are offered by many companies and are probably worthless in practice. The powder is supposed to be a mixture of naturally occurring bacteria that are also found in biofilters.
